An append-only memory
Passport issuance, license versions, revocations, key and owner-level changes and every rulebook version are leaves in a Merkle tree (RFC 6962 / 9162 hashing). Anyone can check that a leaf is in the tree and that the tree only ever grew. Checkpoints are signed by this registry. Verifiable is not the same as independently witnessed: witness cosignatures appear below once outside parties run them.

node scripts/log-verify.mjs --live https://superintelligencepassport.com verifies the signed checkpoint; --consistency old.json new.json https://superintelligencepassport.com proves the log only grew; a passport's /registry/<id>/proof-pack carries inclusion proofs. Save checkpoints: consistency only protects someone who kept an earlier one.
