Rule changes are announced first.

A changed rulebook is logged as a rulebook_notice leaf with an effective_after date (notice period: 14 day(s)) before it is logged as the version in force. Anyone can see the announcement in the transparency log. The registry cannot technically hold deployed code back, so this is a published commitment, not an enforcement mechanism.
